Item 2: Discussion about club mitigation plan

I do believe that a COVID mitigation plan for club events is still valid and necessary to set forth standards of risk mitigation in the realm of communicable disease.  Many of our partners will require this for their own risk management. For instance, the Forest Service requires a submitted COVID mitigation plan with our permits.  Below is our current plan and it may require a bit of adjustment based upon the new masking mandate changes.
 
This is our current mitigation plan:
  • Until further notice, any races that meet criteria to proceed must have a COVID mitigation plan presented to the WVMTR Board of Directors that must include, but is not limited to:
    • Masks or face covering for all participants at the start and finish
    • Participants must wear masks or face covering when passing other runners on trails, and when entering aid stations
    • No congregating at the start or finish
    • Masks or face covering for volunteers at aid stations
    • No congregating celebration/awards ceremony at the finish
    • No indoor activities for participants
    • Strict participation limits
    • Hand sanitizer available at all aid stations
    • Self-serve aid stations with prepackaged food options
    • Process entries on a “wait list” status until 4-weeks prior to race day before accepting funds from participants.
    • Mandatory for runners to self-report to the race director any new onset COVID-like symptoms (fever, cough, loss of taste/smell, etc.) and/or exposure. Full refund will be given to runners who self-report prior to or on race day.

I have no problems with this. Most races that have indoor activities could easily move them outdoors and proceed as normal.

I agree with the removal of the stricken items.

For the item "No indoor activities for participants"... I see this being difficult at a couple events in particular because of the weather: Frozen Sasquatch and WV Trilogy. Could there be indoor activities like picking up food, or meetings if the hosting organization (Kanawha State Forest, or Experience Learning) allow it, or require participants to wear a mask indoors? Are race volunteers allowed indoors?

For the item "Strict Participation Limits"... I think we need to quantify this. All of our races already have strict participation limits because they are on State or National Forest property.

Otherwise, it is must that we maintain a mitigation plan, and this overall looks good.

@arhodes5, how about if we say, "Limited indoor activities for participants"?  The masking mandate changes make requiring masking a stickier situation.  Individual facilities may require masking, but I think we should have our mitigation plan to be as vague as possible and still meet safety guidelines.

Maybe we strike the "strict participation" guideline?  It does seem rather unnecessary since our events, by their nature, do not have "excessive" crowds.

1.  We still need a plan as long as there is still a pandemic.  At the point that it is no longer labeled a pandemic, we can discuss eliminating it.

2. I'm ok with the plan as presented in Adam's last edit.

I like the last edit which gives some flexibility for indoor events.

One possible suggested edit to include:

"Until further notice, any races that meet criteria to proceed must have a COVID mitigation plan presented to the WVMTR Board of Directors that must include, but is not limited to:

- Agreement to adhere to suggested Covid 19 guidelines from local authorities.  

 

I think that might display our willingness to go with the flow as each locality might have different rules and be flexible as things change.

I added in Matt's suggested addition.  I agree that this adds a greater level of flexibility to the plan without necessarily going back to the drawing board to make changes.
